Develop Project Management Plan is the process of defining, preparing, and coordinating all plan components and consolidating them into an integrated project management plan. Project management plan is the only output of the Develop Project Management Plan process. The plan is the most important document in the entire project because it guides everything that happens on the project.
Inputs into the project management plan include project charter, outputs from other processes, enterprise environmental factors, and organizational process assets. The project charter serves as the basis for initial project planning.

Create Project Management Plan Doc
The Project Management plan is a single document, but it’s broken into a bunch of pieces called subsidiary plans. The needs of the project determine which components of the project management plan are needed.
Usually, there’s one subsidiary plan for each of the other knowledge areas in addition to other documents that are not part of the project management plan; however, they are necessary to manage the project effectively.
To help keep your plan flexible, you should add an Open Issues section to the plan. You can write down any open issues or concerns in this section, and deal with them as they come down the line.

The Develop Project Management Plan process should be a group effort between the PM and the stakeholders.

- Project stakeholders: individuals and organizations who are actively involved in the project, or whose interests may be positively or negatively affected as a result of project execution or successful project completion
- Project management team: the members of the project team who are directly involved in project management activities
- Project team: a set of individuals performing the work of the project to achieve its objectives
